Tim Madigan has 30 years of technical and managerial experience in complex programs in challenging international settings focusing on design and implementation of capacity building, socio-economic development, strengthening local government and public administration, private enterprise engagement, policy reform, decentralization, and citizen participation in post-conflict environments. His country experience includes Afghanistan, Azerbaijan, Bosnia and Herzegovina, Czech Republic, Republic of Georgia, Kosovo, Macedonia, Poland, Romania, Serbia, Montenegro, Ukraine, and Vietnam.

Tim has served as U.S. Agency for International Development (USAID) Chief of Party on long-term projects in Azerbaijan and Serbia. He has also served as Senior Municipal Governance Advisor on a USAID program in Afghanistan and as a Program Director in Serbia.

Tim worked as Senior European Union Regional Development Expert for the Municipal Support Programme North Eastern Serbia and served as Resident Team Leader for the Municipal Support Programme, a long-term Swiss government-funded local government development project implemented in six municipalities in Serbia.
